Human resources management has developed and evolved as time has gone by and companies everywhere have gradually been making the transition from personnel administration to strategic human resources management (HRM); however, the path is not universal and historical, political, industrial and cultural factors come into play as attitudes and priorities change and evolve in specific regions and countries.  This report describes and compares changes in HRM in the US and the EU.
